The panasonic CF-29 has a dalight viewable screen, is spill proof and very rugged. Made for police and military use. Used on e-bay they are about $425, the BU353 GPS receiver is $35 and SeaClear is free.

Try Open CPN. In my experience it blows sea clear away. Much easier to interface, and much much much easier to get charts into.
