Prop Coating ?

Walking around the local yard today I noticed a couple of boats that appeared to have a coating on the prop and shaft. Looks something like varnish. Is this some type of antifouling treatment? Anyone know of such a thing? Should the shaft and prop be coated with something?

I have started to coat mine with the Petit zinc spray you can get online from PYI. It's very tenacious and is still there after a season. The propeller will be battleship grey.
