Depending on the age of the antenna wire, I would suspect the coax is bad, as well as the antenna.
Have you taken the radio to a shop for bench testing? Our local marine electronics shop does this at no charge...

I'd also check the connections on the coax - I've found these not installed well on a couple of boats and replacing them seemed to help quite a bit. It's easier than the entire coax, but in the end that might be the right answer (after gettting the radio bench tested).
