That resembles the California harbor that went thru the huge surge from a tsunami a few years ago.

We experienced very large waves on our part of the NW coast recently, so we drove over to Astoria to view the ocean from the South Jetty of the Columbia River entrance this week.
There was an unusually strong (20 kt) east wind, i.e. blowing from land to sea. Some wind chop but mostly a huge swell rolling in from a storm offshore. The spray was blowing off the breakers similar to a major surf location in Hawaii. (!)
