Splitting/cracking along gunnel/toe rail

After reading the restorations chronicled in EY.org blog, I thought I would ask the community for advice. Well, I have recently come to own a 1974 E29T with splitting/cracking along the toe rail. Pics attached. Any thoughts of root cause? or is it plainly obvious to those who have tackled a bigger jobs?

My guess, from far away, is there was an old poorly-finished repair done along there.

I agree. Looks like someone put in a lot of filler over damage and it cracked open again. Probably needs to be ground out to solid fiberglass and then laminated back up.
