Ericson M35 MKIII Engine RPM Issue

Purchased a nice 1984 Ericson 35 MKIII with the original universal engine. Bought the vessel with a known engine RPM issue but by God if the wife liked the boat, we'd buy it. Tried established boat yard in Fort Myers Beach but no luck. Moved boat to Titusville regardless. Long slow trip at 1800 RP
Found on this owner's web site that previous owner had reported the issue and asked for comments. No Joy, obviously.
Researched the issue using the on-board maintenance manuals and determined the engine governor had to be the problem - the boat yard eliminated all possible fuel issues, even polished the fuel. Using the manuals and opening up the appropriate engine access plates confirmed that the mid-high speed governor spring was not installed. After ordering and receiving it took about 3 hours to install the spring, button it up and run the engine. Total joy. Moral of the story, if at all possible, learn your engine and do the work yourself.

Just to clarify...
The original Universal M25 model, 21hp diesel engine has been limited to about 1800 rpm for 30 years?
All apparently due to a missed quality control checkoff item when it was built.
