E27 rudder stock damage question

Well, for anyone who is following along: I bought a used replacement from a store in Texas--just got lucky! They gave it to me for $340 with shipping, cheap enough for me.

Now the only problem is the brass bushing. The old one is stuck on the bent rudder post, and the new rudder doesn't come with one. I wonder whether I'll have to get a new one machined.

I still don't really understand how the bushing fits into the rudder shaft and is attached to hull. (I'm going to do all this without hauling the boat, by the way.)

If the old bushing still spins on the shaft if you get it to an undamaged area, then just cut the old shaft above the damage and re-use it.

The bushing itself is deformed a little bit. I was thinking I might be able to cut off a bit of the bottom part and get it off the rudder shaft however I need to and still be able to use it...
