THere are a couple of cruel threads about it over on S/A. Apparently a previous ad claimed that it was "beefed up for world cruising..." I'm guessing that the edge of the world is somewhere out in the straits.

To give credit where it might not be due, I think this is a misguided attempt to create water tight compartments the oval opening seems to have a gasket around it and a door hinged from below. The exterior is obviously a weird attempt to prepare for interplanetary travel.
