Decompression Lever - Help?

Would appreciate advice as to the "normal" operating position for the decompression lever on a Univeral 5432. From a center position, you can push the lever downward & it will stay in the down position (sort of clicks as you push it down); alternatively & from the center position, the lever can also be held upward but the spring will return it to the center position when released (I assume this would be the temporary position if you needed to decompress due to weak battery starting, etc?). So, is the correct position the downward or center one??

When normally running it should be in the center. You are correct about the use of the temp. position, the other is useful for a flooding or hydro locking event where the engine may have water backed into it from the exhaust and need pumped out before it will turn over (in case the anti- syphon valve fails)
