Bilge design

On my 1978 E 30, the bilge is divided into two compartments. The aft portion is separated from the midship portion by a baffle. Water must reach the top of the aft portion before it can drain through a hole in the baffle into the lower midship portion. Does anyone know what the logic of this design is? Is it worthwhile adding a second bilge pump to drain the aft portion so it does not contain residual water? Thanks....Evan Koch
