I had a Spartite seal which predated my buying the boat. I assume the mast collar was greased before filling so the Spartite could remain on the mast when the mast was pulled. It worked fine for me as I pulled the mast a few times.

Tin Kicker has the right idea, but rather than trying to find aluminum channel which. might be difficult, use two pieces of 1/4" flat stock with a bolt and spacer to butt against the rail.
You might consider doing both sides of the ladder because the other side is just as old.
Oops... an autotransformer is not an isolation transformer. It only has one winding which is tapped for different voltages. An isolation transformer has two (or more) separate windings which creates isolation between the boat and shore. The only connection is magnetic.

OK, I'm new at this boating stuff, but with all of the openings at the top of the mast what is the matter with a couple of new open screw holes? I suspect there may be other problems if this is a sinking concern.
It's hard to believe that I used to have hopes of sailing on this boat.
Don't put the furling line on a winch unless the furler manufacturer says it is ok to do, several say not to do it. Harken & Profurl say it's ok, BUT you have to make DAMN sure that there is no halyard wrap or other fouling. The winch is much stronger than the furler foils. I wouldn't try it...
