E-27 YSB-8 Clutch

We've always wondered if our E-27 was a bit underpowered with the little single popping YSB-8. Comrades say the boat was designed to SAIL, not motor. True, but when tides seem to dictate so much of our direction, we ponder that a bit more than 8 hp. might be nice. Althought the engine itself runs strong, lately, when the shift lever is in forward, the shaft and prop spin, but quite half-heartedly. When the lever is leaned on a bit, the motor is heard to load up and off she goes. The linkage has been adjusted maximum length but the problem persists and is worse than ever. I'm thinkin' "clutch". Can we find the part? Should we just re-power?$$$$$$$
