Bow cleat access

The 1984 E30 + i have has a liner from bow to aft berth. The portside bow cleat needs to be fixed, loose after 6 mos in berth. There are no zippers for lîner in V berth. Another issue with this boat which IMHO makes it difficult to be a diy sailor. How does anyone access the nuts to remove, re bed bow cleats, don't know if there are backing plates. I believe that removal of the anchor well pan is the only access for the bow cleats.
