Sticking rudder

I was at the boat last week and was moving the rudder back and forth, I noticed at about 45 or less deg. The rudder stuck to the bottom of the hull. Is this normal? If not, what needs to be done

you can see in the photo where the rudder sticks, pot side, white marks in bottom paint.

There should be a stop that limits the travel of your quadrant. Either a single pin inside the quadrant or 2 pins on either side. I have heard of them breaking some boats.
