M25 Speed Adjustments

Where does one adjust the idle speed on a Universal M25? Sometimes I think I know what I am doing, but now I'm not so sure. The obvious idle speed adjustment is to only adjust the Idle Stop Screw on the top of the governor. See the photo. The other screw is the Full Fuel Stop, I guess. Now my real questions are - what is the purpose of the "Speed Control Adjustment Bolt" sticking out from the front of the governor? And, what is the recommended place to adjust the idle speed? Everything is actually running OK but I have dinked with the Idle Stop Screw and am not sure I did it correctly.
