Water in bilge blower hose

I discovered a puddle that was causing problems for my inlet fan that vents into the bilge. The water collected in-between the vent cowl and the fan. The hose was distended like it accumulated water over the last few weeks' thunderstorms.

Is this a common problem? Will this cause problems for the fan? I was thinking about poking a hole in the lowest bend of the hose above the fan.

Is there an easy way to plug the cowl intake? Should I even bother?

It probably is rain water. Mine drains into the bilge so you might have a broken clamp that creates this pocket for the water to collect. See if you can get the hose to run fairer by adding a clamp, if not the small hole in the hose should do the trick to drain it.
