Wind Speed anemometer 'slowing' with age

On our E-34 we still have the original instruments, Data Marine with a repeater at the steering pedestal. (We use Nobeltec on the laptop for navigation.) For the last two years there has been an obvious decrease in the wind speed readings. The 'cups' are spinning slower, about thirty percent slower we figure.

Our marina has a mast tower and they allow owners to use it to work on the mast and mast head - after signing the obvious waiver of course.
I had thought of using it to take the anemometer off and 'cleaning it up'. It seems to me that it might be crudded up with salt crystals, dirt or whatever.

Any advice will be much appreciated.
