chain plates ?

On e 35 II's there is a small chain plate in line with the mast (port and starboard) right next to the cabin house. Dose anybody know what this is for?

If it's the one without anything attached to it and appears to do nothing but blast your toes - I have an answer.
I sent the same qustion to Bruce King and he responded by saying that it is important and don't remove it. something about holding the deck down or something - I don't recall exacty.
I have looked at other Ericsons and have never seen it used for anything.
