Newport Beach may be off limits for single handed sailors. A new ordinance went into effect this month limiting the time a sailor can leave his boat to three hours per day. Any vessel anchored but unattended for a period of more than 3 hours will be considered "stray, unattended and abandoned" and will be impounded. The vessel may then be sold by the city and the proceeds will go to the City of Newport Beach or the Orange County general fund.
This ordinance is effective anywhere off the coast of Newport Beach within three miles of the shore. If you rent a temporary mooring or anchor inside of the harbor you must continuously occupy your vessel.

Didn't Miami try this same stunt only to find out that their anchoring regulation was actually unlawful? Can't remember exactly why it didn't fly but I think it was a violation on a federal level, freedom of movement, interstate trade, I don't know what. Maybe someone more familiar with what happened there can chime in here. Certainly would be worhwhile for some boating organization to challenge the anchoring regulation's legality.
