If you are wondering if the halyard will hold your weight, and will the boat fall over when you get to the top...
The answer is "yes, if the halyard is in good condition" and "no it will not fall over."

IF you can get yourself into a good position up there to drill a straight hole, a battery drill will do the job, but do put a lanyard on this and any other tool you want to keep with you.

The tap will probably be a classic T handle one you turn with one hand.

You did not ask, and since we have no knowledge of your skill level with tools up there at the mast head, a possible Plan B might be to have the initial work done by a professional rigger while you take pictures, notes, and ask lots of questions. Then you will have a better idea of what to do when back in DIY mode.

Regards,
Loren

From your question, I gather you've not been up a mast before. If you can grab a friend who's done it, do so. A couple things I would highly recommend are first, don't use the shackle on the end of the halyard to attach to the bosun's chair. I've had shackles rip out the end of halyards while under sail (fun way to determine your halyard is at end of life....). Tie a bowline instead. Next, make sure you run a safety halyard in addition to the load bearing one. Finally, I like wearing sailing gloves without finger tips. My boat is on a river where it's inevitable that you'll get a power boat wake while up the mast. Much nicer to hold on to shrouds etc. when you have a little padding. Remember, when you're at the top of the mast, you can feel a fish fart under your boat . Above all else, use good common sense, and on the fun side, you might want to take a camera - often have a nice view from up there :egrin:
