Every Sector is really different and unique. Here on the Chesapeake they deal with such heavy light boat traffic and so many drunks that they do a lot of boardings to take people off the water and can come on strong, assuming you are too. They are doing what they need to but can be intrusive when there's not much traffic.
I got to recently some days work with the Honolulu Sector and they have a different situation. In addition to working with us on day one they were simultaneously working a boat in distress (mayday) plus a missing kayaker. The kayaker's effects were found but he never was.
