Replacing the factory vinyl above shelves in 32-200

Are the interior hand rails attached to the above deck rail? wondering if the interior rails can be removed without comprising the above rails.

Yes, it was the 3" X Fasten White Duct Tape from Amazon. Patched up a couple places where there are no zippers and stayed stuck through the torrential rains here in California. I am impressed.
