Paint removal in FG roving

I'm cleaning out the port side settee locker to relocate my batteries and I'm stuck with removing the old paint. It's not adhered well enough to bond the battery tray framing or paint over, but it's also not coming off easy with sand paper. The low spots in the fiberglass roving are the most difficult spots to deal with. Does anyone have recommendations on what to use? I have the typical grinders, random orbital sanders, oscillating tool, etc. Looking for a good pad, wheel, etc to get the job done.

Hardware-store paint remover.

Works great, nothing else gets into the laps and gaps of the roving.

But looking at your photo, detergent might clean up the dirty parts, and you might need paint remover only for flaky areas. I had to remove all paint before tabbing on fixtures, but otherwise my new paint over factory hull paint --much of it just for cosmetics--has held up well with only a preliminary cleaning as prep.
