E32-2 bow chock fastening

One of my bow chocks under load rotated around the fwd screw and tore the aft screw out through the side of the deck at the base of the toe rail.
Besides stripping out of the screw hole, made about 1/4" gouge right at the edge of the deck. In progress repairing with epoxy.

But the screw (1/4" ) does not appear (as expected) to penetrate all the way to the interior with a nut on the back.
Looks like it just dead ends inside the core.
Everything else on the bow (stanchions, air vent, cleats, anchor chain passage, . . . ) all are through bolted.

Anyone encounter this and know how to refasten ?

Can you slightly relocate the chocks inward, even a part of an inch? You need to be able to get backing plates under them for a proper thru-bolting.

It's no fun working and manipulating tools all the way up into the pointy end of any boat ! :(
When and If, do post up some pix from inside that area.
Here is a picture of that area in our boat.
